James Ganulin Attorney Mr. Ganulin has practiced law since 1959. His experience includes more than 28 years as the Assistant General Counsel, General Counsel, and General Counsel/Assistant General Manager of Westlands Water District. He is currently Of Counsel with Baker Manock & Jensen and the Chairman of the firm's Reclamation and Water Law Practice Group. Mr. Ganulin has significant knowledge with respect to water transfers, reclamation, agricultural drainage, water district law, and administrative matters. He has numerous contacts in the California water community. He is an active member of the Association of California Water Agencies (Legal Affairs and Legislative Committees) and is a member of the Fresno County, and California Bar Associations. Education:
